MOSCOW. Jan 23 (Interfax) – Russia’s Industry and Trade Ministry and the Russian Export Center (REC) have held a meeting on the implementation of measures to support export-oriented businesses, the ministry said.

First Deputy Industry and Trade Minister Gleb Nikitin, who chaired the meeting, said it is necessary to develop Russian industrial zones abroad, the ministry reported.

“We now have the opportunity to work in Vietnam, and there will soon be an industrial zone in Egypt. Therefore, I will ask you to inform industrial enterprises about the need to submit proposals to the Industry and Trade Ministry for working there,” Nikitin said, urging participants in the meeting to convey to exporters that they need to step up work on patenting products abroad.

He also proposed to think about subsidizing the construction of warehouses and service centers abroad as part of the implementation of the priority project International Cooperation and Export in Industry, the ministry said.

“This measure should improve the economics of transportation. I particularly ask that you turn attention to the possibility of subsidies in this area for those exporters who work in the automotive industry, transport and agricultural engineering, and aviation,” Nikitin said.

The ministry said there are currently four main measures of support for exports: subsidized interest rates on export credits; compensation for the costs of certifying products and adapting them to the requirements of foreign markets; and compensation for the cost of registering intellectual property rights on foreign markets. A mechanism to subsidize the cost of transporting export products and promoting products will be implemented soon.

Nikitin said “several agent contracts for certain functions of support for exporters” have been signed with the REC and the “necessary regulatory framework has generally been formed.”

BAKU. Jan 23 (Interfax) – Nagorno Karabakh will never be independent, Azerbaijani President Ilham Aliyev said.

“The solution to the conflict is very simple. Firstly, Azerbaijan’s territorial integrity should be restored. We will never permit the establishment of a second self-proclaimed Armenian state in the territory of Azerbaijan. Nagorno Karabakh will never get independence,” Aliyev said on Monday at the opening of a new army cantonment in Absheron region.

He said nobody should hope for that. “Let nobody wait for it in vain, it won’t happen,” the president said.

Aliyev said that Nagorno Karabakh is Azerbaijani land and this is precisely how the international community regards it.

He said that the settlement of the Armenian-Azerbaijani conflict is coming closer with the strengthening of Azerbaijan.

He called the April 2016 armed clashes “a major historic victory of the Azerbaijani army.”
